What this job actually is

Residential abatement is not “scraping a ceiling.” In a pre-1980 Central Arkansas house the usual materials are popcorn texture, 9×9 vinyl tile with black mastic, transite siding, pipe lagging, and sometimes vermiculite (Zonolite) in the attic. You cannot tell by looking. A bulk sample to a certified lab is the only honest first step. Sampling is typically under $75 a sample; a small inspection with a few samples usually lands in the low hundreds.

If the lab comes back positive, the work is:

  1. Scope. What gets removed, what can stay if it is intact, and whether encapsulation is even legal/sensible for that material.
  2. Containment. Poly, negative air, HEPA. The rest of the house stays livable.
  3. Wet removal. Material comes out intact, bagged, not ground into dust.
  4. Disposal. Lined bags to a landfill that takes asbestos. Not the regular dumpster.
  5. Clearance. Visual + air samples before containment comes down.

How Arkansas treats this

The Arkansas Division of Environmental Quality (DEQ / E&E) runs licensing and notices. Contractors, supervisors, inspectors, and workers are licensed or certified by scope — bulk sampling is not the same credential as commercial demo. Ask when you call which credentials apply to your job. We will tell you.

A few rules that actually change the work in Little Rock:

  • Single-family and small residential (four units or fewer) is often outside federal NESHAP notification. That does not mean you can dry-scrape popcorn into a trash bag. Disposal and worker rules still apply, and a licensed inspector is still the right first call.
  • Jobs over the state thresholds (about 160 sq ft of ACM, 260 linear feet on pipe, or 35 cu ft) need a Notice of Intent to ADEQ, generally 10 working days before strip-out starts, with the fee. We file that when it applies.
  • City of Little Rock demolition of commercial buildings requires an asbestos survey or a copy of the state NOI before the city will issue the demo permit. Planning / Building Codes: that packet is on littlerock.gov. A house remodel is usually a building permit question, not a full demo packet — we will say which one you are in.
  • Pulaski County / neighboring cities (NLR, Sherwood, Jacksonville, Benton, Bryant, Cabot, Conway) have their own permit desks. We handle the asbestos side; you or the GC handle the building permit unless you ask us to coordinate.

Minimums exist because containment and disposal cost the same on a small room as the first day of a bigger job. Encapsulation (covering intact material) can be cheaper. It is not a removal, and it has to be disclosed on a sale.

What a Little Rock job looks like on the calendar

  • Day 0. Call or form. Address, year built, what you found, whether a realtor or lender is waiting.
  • Day 0–2. On-site look + bulk samples if you do not already have a lab report.
  • Lab. Often a few days. Do not start the remodel in that room.
  • Quote. Written scope, what is removed vs left, whether an ADEQ NOI is required, disposal, clearance.
  • Notice window. If an NOI applies, figure about 10 working days before strip-out.
  • Work. One room is often one day once we are inside containment. A whole-house popcorn or mixed materials runs several days.
  • Clearance + packet. Air results, waste manifests, and whatever the city or the buyer’s inspector asked for.

If you are under contract and the inspection just flagged tile or popcorn, say so on the call. That changes the queue, not the chemistry.

When you should not start

Stop if you already knocked popcorn down or ripped 9×9 tile. Seal the room, turn off the HVAC to that area if you can, and do not sweep. We sample the debris and the remaining material, then plan cleanup as a response action — that is a different (usually uglier) quote than a planned removal.

Do not put it in a household dumpster. Pulaski landfills that take asbestos want it bagged and labeled. A rejected load is how a cheap DIY job becomes a five-figure one.

FAQs

Do I need abatement or just a test?

Test first. A lot of Central Arkansas popcorn and some 12×12 tile is clean. Paying for containment on a negative lab is how people waste a week.

Can I remove it myself?

Arkansas is more lenient on a homeowner doing their own four-unit-or-fewer house than on a contractor. That is not the same as “safe” or “your buyer will accept it.” Lenders and home inspectors in this market usually want a licensed crew and clearance air. If you DIY, you still have to dispose of it as asbestos.

Do you need a permit for a popcorn ceiling in a house?

Often there is no ADEQ NOI on a small single-family room. There may still be a city building permit if the remodel itself needs one. We will tell you which side we file.
