Who the rules apply to
Arkansas runs its asbestos program through the state environmental agency, which licenses the people who inspect for asbestos, the people who remove it, and the labs. Anyone paid to do asbestos work in Arkansas has to hold the relevant licence, and the work above certain amounts has to be notified to the state before it starts. Those rules bind contractors and the owners of commercial and multi-unit buildings.

Testing needs nothing
Taking samples of suspect material and sending them to a lab needs no permit and no notice. Anyone can have a house tested at any time. What the rules do say is who can sign an inspection report that a permit office or a lender will accept: an inspector holding the state asbestos certification, using a lab with the required accreditation, taking the minimum number of samples the rules set for each material. When a removal needs state notice
Notice to the state is required before a removal when the amount of material is above the state's thresholds, which are measured in square feet of surface, linear feet of pipe, or cubic feet of loose material. One or two rooms of popcorn ceiling, a kitchen floor, or a run of pipe in a basement are usually under the threshold. A whole house of ceilings, a whole house of siding, a gut remodel, or any commercial building is usually over it. When it applies, the notice has to be filed a set number of working days before work starts, and the disposal has to go to a landfill permitted to take asbestos, with a manifest. Demolition: no survey, no permit
This is the rule that catches people. Before any building is demolished in Little Rock, an inspector holding the state certification has to survey it for asbestos, anything found has to be removed by a crew with the state licence first, and the state has to be notified of the demolition, whether or not asbestos was found. Selling a house: disclosure
Arkansas sellers disclose known material defects, and known asbestos is one.
